About MART's Brokerage

MART is one of two Massachusetts Regional Transit Authorities contracted with the Executive Office of Health and Human Services (EOHHS) as a transportation Broker to provide MART’s Human Service Transportation (HST) to eligible consumers receiving services from the following state agencies: Office of Medicaid (MassHealth), Department of Developmental Services (DDS), Department of Public Health (DPH), Department of Mental Health (DMH), Massachusetts Rehabilitation Commission (MRC) and Massachusetts Commission for the Blind (MCB). MART now manages HST services for 286 of the 351 (82%) communities in Massachusetts representing nearly 29,000 of the 37,000+ HST consumers.

These brokerage services are provided for the counties of Berkshire, Franklin, Hampden, Hampshire Worcester, Middlesex, Essex, Suffolk and Norfolk. MART has contracts with approximately 275 transportation providers that employ nearly 4,000 drivers and 775 monitors to accommodate the transportation needs of consumers.

MassHealth

Transportation is available to eligible MassHealth recipients with a valid PT1 form. Eligible recipients contact MART directly to schedule their transportation and members are transported to and from medical appointments. Trips are assigned to qualified transportation providers via a low cost bid system, as required by the EOHHS / HST brokerage contract.

Department of Developmental Services

MART provides transportation brokerage services for qualified consumers of the Department of Developmental Services (DDS) for 21 of their 28 area offices throughout the counties referenced above. DDS transportation consumers are transported daily to various DDS/DayHab programs across the state. MART accomplishes this through a competitive bid process of awarded routes to approximately 70 transportation providers.

Department of Public Health – Early Intervention Program

MART provides transportation brokerage services for the Department of Public Health (DPH) Early Intervention Program (EIP) eligible consumers. Transportation services are provided for DPH-EIP eligible children from birth to age 3 being transported to various programs. MART accomplishes this by utilizing approximately thirty transportation providers via a competitive bid process.

Department of Mental Health

MART provides transportation brokerage services for the Department of Mental Health (DMH). MART is currently transporting consumers to clubhouses throughout the counties referenced above. MART currently services the transportation needs of the DMH consumers through fifteen transportation providers.

Massachusetts Rehabilitation Commission

MART provides transportation brokerage services for the Massachusetts Rehabilitation Commission (MRC); transportation is requested for eligible consumers by the agency on an as needed basis. MART currently manages the transportation needs of eligible consumers via a competitive bid process using private transportation providers.

Massachusetts Commission for the Blind

MART provides transportation brokerage services for the Massachusetts Commission for the Blind (MCB) the transportation is requested for eligible consumers by the agency on an as needed basis. MART manages transportation needs of eligible consumers via a competitive bidding process using various transportation providers.
